The Library's Mission is to:
Engage our citizens, entertain them, educate them and enchant them with the online world.
Create Young Readers
Children from birth to age five will have programs and
services designed to ensure that they will enter school ready to learn to read, write
and listen.

Goal 1: Parents and caregivers of preschool children will have the information and behavior modeling they need to properly develop the early literacy skills of the children in their care.
Objectives:
Each year the number of parents/caregivers who participate in the library's early literacy training program will increase by 5%.
Sample activities:
Offer the early literacy skills training at the library, WIC office, Preschool caregivers meetings, Mt. Graham High School, preschool open houses, etc. Use our connections with the Graham Greenlee School Readiness Partnership and the Arizona First Things First Council to open other opportunities to teach the class. Purchase early literacy resources and materials.
Annually a 10% increase in the number of parents who report that they practice early literacy skills with their children.
Sample activities:

Increase the publicity for the existing programs to bring in more attendance. Add new features to the existing programs such as guest performers, storytellers, puppet shows, modeling of early literacy parenting skills.
Goal 2: Preschoolers and their parents will have a dedicated area in the library that are comfortable and have the resources necessary to develop early literacy skills.
Objectives:
Within the next year, develop a play space for the 0-5 age group in the children's area, by increasing the preschool area by 200%.
Sample activities:
Move shelving out of the 'pit' area, rearrange the youth section, buy appropriate furniture, manipulative toys, repaint the shelving, provide colorful decor.
Within the next 2 fiscal years, the Early Literacy Room will have appropriate flooring, wall covering, and furniture for preschoolers and their parents/caregivers.
Sample activities:
Buy and install spongy flooring, wall mural, age appropriate furniture.
The 'easy reader/picture book/board book/read-alongs' collection will be upgraded by 33% each year for the next three years.
Increase the juvenile area of the stacks and seating by 30%.
Sample activities:
Rearrange juvenile fiction and non-fiction, purchase and install 4 more computers for juvenile use, install age appropriate software.
Stimulate Imagination:
Reading, Viewing and Listening for Pleasure
Residents who want materials to enhance their leisure time will
find what they want when and where they want them and will have the help they need to
make choices from among the options.

Goal 1: The citizens of Safford will have the materials they desire to meet their needs in the leisure reading, listening and viewing.
Objectives:
Citizens will report an 75% satisfaction rate with the leisure materials provided by the library, and an additional 2% increase in satisfaction each year thereafter.
Sample activities:
Continue to purchase/lease best sellers, current topics and title, popular authors. In the third year, budget permitting, increase the music collection.
The DVD collection will increase in size by 100% in the next year, and 50% each year thereafter.
Sample activities:
Continue to purchase used DVD's, consider a standing order plan for recent releases.
The audio-book collection will increase by 25% each year for the next three years.
Goal 2: Citizens of all ages will have access to programs that stimulate the imagination.
Succeed in School
Students will have the resources they need to succeed in school.

Goal 1: The students in Safford will have the assistance and resources they need to succeed in school.
Objectives:
The collection of curriculum related materials for youth will be expanded by 10% in the next three years.
Online research database training at the Safford schools will be offered to the High School and Middle School classes annually.
Connect to the Online World
Residents will have high-speed access to the digital world with no
unnecessary restrictions or fees to ensure that everyone can take advantage of the
ever-growing resources and series available through the Internet.

Objectives:
The citizens will indicate a 75% satisfaction rate with the online access provided by the library and an additional 5% increase each year thereafter.
Sample activities:
Upgrade the public access computers on a 3 to 5 year cycle; continue to upgrade bandwidth as available, provide free computer classes for beginners.
The library will at a minimum, maintain the current level of service to online resources over the next three years.
The library will provide an interactive website as a portal to the library and online resources in the next year.
Sample activities:
Continually update the content and interactive abilities of the library website.
